SEORJ Release Destinations
Southeastern Ohio Regional Jail is the adult regional jail for Athens, Hocking, Morgan, Perry, and Vinton Counties. A person held there on a Perry matter may leave for several very different destinations. Bond, recognizance, dismissal, a completed jail term, or another court authority may lead to the community. A felony commitment may instead send the person to the Ohio Department of Rehabilitation and Correction. Another county, a federal agency, or another lawful custodian may also receive the person. The fact that an entry no longer appears on the live roster identifies none of those outcomes.
The strongest confirmation is the actual SEORJ release section tied to the booking. It may identify an actual release date and time, the authority or coded reason, and a receiving agency when one was recorded. A matching Perry Municipal or Common Pleas docket entry can explain the legal event. Ohio VINE may supply a reported release or transfer event. Those three records should agree on the episode, even though they may update at different times.
Identify a Perry SEORJ Record
The official SEORJ inmate-information page leads to the JDS “New Inmate Roster.” Despite that title, it is a list of people displayed in current custody, not a new-release list. Each entry can show a Jail ID, photograph, name, charges, court, disposition, total bail, SID number, book date, attorney, next court date, and arresting agency. The page also shows a run time and counts. None of those fields supplies an actual release date or a reason for departure.
Use arresting agency, court, book date, and charges to isolate the Perry County booking. A name alone is weak because five counties share the same facility. Save the Jail ID and case number while the entry is visible. They make a later call or written request far more precise. The run timestamp says only when that page was generated. SEORJ published no refresh promise, release retention period, or public archive during the research sweep.

Confirm a SEORJ Release
Begin with the regional jail record, then use the court and statewide systems to interpret it. Do not substitute a current-custody roster for a release record. A court order may authorize departure, yet jail processing or another hold can delay physical release. Likewise, a VINE transfer event confirms departure from one custodian without proving that confinement ended.
- Open the official roster and match the person by name, Jail ID, arresting agency, court, and book date.
- Search Perry Municipal Court for misdemeanor or traffic matters, or Common Pleas for felonies. Read filed entries, not just a short docket label.
- Search Ohio VINE by the person’s name or ID and confirm that SEORJ is the reporting source. Distinguish “released” from “transfer.”
- Call SEORJ with the identifying booking details. Ask whether an existing release entry states the time, reason, authority, destination, or hold disposition.
- If a prison commitment appears, use ODRC Offender Search and match the Perry commitment, docket, admission, and offender number.
Perry Municipal Court warns that online data may lag by at least a day and sometimes longer. A newly posted bond entry can explain authority for release without proving that the person has exited. Note: A court case may stay open after bond release, so an open docket does not by itself establish present custody.
Request SEORJ Release Records
SEORJ should be the first records contact because it operates the facility and supplies the live roster. Ask for an existing record, not an explanation that staff would have to create. Give the full name, a date of birth if needed to separate similar names, the approximate booking range, Perry arresting agency, Jail ID, and court case number. A narrow request is easier to locate and less likely to be returned for clarification.
Request the booking sheet and its release section. Specify actual release date and time, release type or authority, receiving agency or destination if recorded, detainer disposition, and the original booking photograph. Ask for the legend used to decode any short release value. These are requested fields, not a claim that SEORJ retains or publicly provides every item. Ohio’s Public Records Act, ORC 149.43, applies to existing public records and allows lawful redaction or withholding where an exception controls.

No verified SEORJ copy fee, turnaround, or retention term was published. Ask for an estimate before copies are made. If an older record no longer exists, request the applicable approved retention schedule. The Perry Sheriff report form is a secondary route, but it is designed for incident reports and may need to be redirected to SEORJ.

Use the facility line for jail custody and release data. Use the Perry court for filed orders and case disposition. ODRC Central Records becomes the right records path only after a person entered state prison. Keeping those roles separate avoids sending a county-jail request to the state or asking the sheriff to certify a regional-jail event it did not record.
Five-County SEORJ History
The official jail history says SEORJ opened in April 1998 through the work of judges, sheriffs, and commissioners from its five member counties. The participating-counties page includes Perry. The regional identity is the key to reading the roster correctly. A Perry County case can appear beside cases from Athens, Hocking, Morgan, and Vinton Counties.
A 2019 Perry systems map called SEORJ Perry County’s only full-service detention facility and reported historic operational figures, including a rated capacity and a Perry share of regional bookings. Those figures are dated planning evidence, not current population claims. The same report described then-current release planning and medication practices, but no current SEORJ release hour, exit point, waiting area, property process, weekend procedure, transport promise, or gate payment was verified.
SEORJ Versus Junction City
Historic Junction City Prison closed in 1977. It is not a current prison, jail, release office, roster source, or records route for a modern Perry detainee. Old references can still surface in broad web searches, which makes the distinction important. The active adult county-custody route is the five-county SEORJ system, while state-prison commitments are handled through ODRC institutions elsewhere.
Modern release verification should never be attached to the closed prison. Use SEORJ for the regional booking and departure, Perry courts for the legal case, VINE for a reported custody event, and ODRC only when the facts show a state commitment. No active state or federal prison was verified within Perry County.
After a SEORJ Transfer
An ODRC entry that appears after the SEORJ entry disappears can support a state-prison transfer. Match County of Commitment, docket, effective sentence, and admission fields. Leaving the regional jail then means release from SEORJ custody, but not release from incarceration. ODRC’s “Expected Release Date/Parole Eligibility Date” is a projection or eligibility field, not the transfer date and not proof of later community release.
Federal and immigration routes require their own facts. No verified ICE contract for SEORJ was found. A historical note that a roster went to ICE does not prove an ICE hold or detention agreement. Follow BOP, ICE, or USMS channels only when the case or receiving-agency record supports that custody path. Precision matters most at the point where one agency’s record ends.
